Streamlining the transportation network into and around Hampton Roads is vital to the region’s economic health. The I-564 Intermodal Connector is designed to decrease congestion, redirect heavy truck traffic from Norfolk city streets, and provide improved access to Naval Station Norfolk and Norfolk International Terminals. Daily commuters, commercial transportation, truck operators, public transportation, and Hampton Roads’ businesses and employers are among those who will also benefit from the project.
The design-build delivery method is a shift from the more traditional design-bid-build delivery of construction contracts. Under the latter approach, design and construction are split — separate entities, separate contracts, separate work. A design-build contract combines design and construction, quality, cost, and schedule under a single point of responsibility. This arrangement results in one unified flow of work, integrating the roles of designer and constructor from initial concept through the project’s completion.
The I-564 Intermodal Connector project team has developed a comprehensive traffic management plan that addresses the complex nature of the construction phase while minimizing impacts to motorists. During construction, roadway lanes will be open during peak travel times during the week with restricted lane closures during off-peak hours. Motorists should be alert for lane closures and alternative routes prior to traveling in the work zone area by watching for interstate variable message signs, calling 511, visiting, or downloading Virginia’s free 511 mobile app for the most current traffic and travel information.
